Computer And Internet Acceptance Use Policy

The Chicago Heights Public Library (“Library”) offers Internet use through its computer equipment and networks and public Wi-Fi system to help foster independent access to information. The Library subscribes to the provisions of the Library Bill of Rights, the Freedom to Read Statement, and the Freedom to View Statement as adopted by the American Library Association. These documents are incorporated herein and made a part of this policy. 

Disclaimer 

 The Internet provides access to a wide variety of information, ideas, and commentary from around the world and a vast array of tools and resources for different age levels and points of view. While generally useful, some of this information may be erroneous, out-ofdate, illegal, or deemed offensive, controversial, or sexually explicit. The Library does not endorse the viewpoints or vouch for the accuracy of information obtained through the Internet and expressly disclaims any liability or responsibility arising from access to or use of information obtained through the Internet. 

The Library supports the rights of all library patrons to access information and will not deny access to the Internet based solely on age. The Library recognizes that the Internet may contain material that is inappropriate for children. Parents or legal guardians are expected to monitor and supervise their childs use of the Internet whether or not the parent or legal guardian is present.

Use of any of the library’s computing equipment and networks is at the sole risk and discretion of the user. This means that it is the user, and not the Library, who would be responsible for any damage to the user’s own computers, devices, or equipment while connected to the Library’s wired or wireless networks or while connected to any of the Library’s equipment. The Library takes reasonable steps to secure its networks from unauthorized access. In using a public computer, however, an individual must be aware that the security of information or transactions while using the Library’s equipment or networks is not guaranteed. Internet users are responsible for the websites they access and use the Internet at their own risk. The Library does not guarantee the privacy of any Internet sessions, nor is it responsible for the security of information transmitted and received during any Internet sessions. By accessing the Internet through the Library, patrons agree that the Library will not be responsible for any injury or damages incurred by users of the Library’s internet stations or the Library’s connection to the Internet are the sole responsibility of the user. 

By accessing the Internet through the Library, patrons agree that the Library will not be responsible for any indirect, consequential, special, or punitive damages or losses which may arise in connection with their use of the Internet 

Right to Privacy 

 The Library strives to protect all users’ right to privacy and confidentiality. The Library does not collect or retain any browser history or personal information entered on its computers or wireless service. The Library will not reveal or share the information sources or services individual users consult unless required by law or court order. However, electronic communication, by its nature, may not be secure or private. The Library cannot guarantee the security or privacy of online transactions. 

Internet users should be aware that images on the screen and at public printers are subject to viewing by Library patrons or employees. Patrons who use the Internet agree that the Library has the right to monitor public screens from time to time and to disclose any information necessary to satisfy any law, regulation, other governmental request, or operational necessity. 

 Acceptable Use 

  • Patrons are not allowed to install their own software on any computer. Those wishing to save files must provide their own storage device. 
  • Users must possess basic computer skills in order to use the Internet. Library staff can provide basic assistance as their time and knowledge allows; however staff members cannot provide personal instruction.
  • There is a charge for black and white and color printing from the computers at a rate set by the library..
  •  By using the computers and/or Internet through the Library, patrons agree not to use the computers and/or Internet for any illegal activity or to post or transmit any unlawful, threatening, abusive information including, without limitation, any transmission constituting or encouraging conduct that would give rise to civil liability or a criminal offense. Patrons also agree not to violate copyright laws or to post or transmit any information that contains a virus or other harmful component. 
  • A patron’s failure to comply with this policy may result in suspension of privileges at the Library. A patron’s illegal use of the Library’s computers and/or Internet may subject the patron to prosecution by local, state, or federal authorities.
